BEWARE OF THE BOGUS COLLECTORS
Collecting funds by frauds and scoundrels for imaginary ‘deeni’ projects is a massive shaitaani industry. The following is a report by a brother who has made some investigations:

During my last visit to India, many Principals of institutions, advised that, Donors must be extremely cautious with their donations.
Please understand the following facts:
Old files and receipt books, of institutions, are being sold for upto 5k or on a percentage basis.
Some collectors are no more, with the institute, but continue collecting, for personal gain.
Many collectors have many properties and other investments, on their personal name.
When they done with their collection, they brag about how they convinced Donors and got a substantial amount.
Previously we advised Donors, not to give cash to collectors.
Instead, make a commitment, take the receipt and advice the collector that the amount will be sent to the institute directly.
Few Donors followed this advice and have much peace, because only genuine collectors will visit them, since they are not interested in the cash.
Khaadim took receipts and visited those institutions.
Results:
Some didn’t exist.
Many could not prove the receipts.
Duplicate receipt books are made.
Duplication of funds. Example: Request is made for a well, water pump / tank, etc.
Upon visiting, there is a well etc, and no intention or need for another one.
False names and photos of children, to support for a year.
Changing of name plates on classrooms, wells etc.
Amount of students, incorrectly presented.
False photos.
Some are a small Maktab, with barely 20 students.
Will suffice with this much.
As for those who have trust and donate regularly to certain institutions, they should send their contributions there, instead of giving someone the inconvenience to travel and sacrifice family etc.
A very small percentage of collectors are genuine and do not abuse funds collected.
This is a multi billion industry, with collectors, drivers etc.
Please do some maths for each collectors travel etc expenses.
Few foreigners are selling L.O.Rs to collectors.
Zakaat is a duty and must be fulfilled correctly.
May الله تعالى guide us all and grant Aafiyat in all matters.

Careless contributors are the primary cause for encouraging these bogus collectors, especially from foreign countries, and especially during the Month of Ramadhaan.
Donations should not be given to roaming collectors. Advise them to remain in their villages and towns, and to undertake only such services which they are able to execute with whatever funds available in their own countries.
