Members of the public who paid registration fees, queue fees, or deposits to the South African Hajj and Umrah Council (“SAHUC”) for purposes of future Hajj accreditation are requested to urgently come forward.
Following recent developments surrounding the transition of the Hajj accreditation process to the Saudi Arabian Government’s Nusuk platform, concerns have arisen regarding the handling, safeguarding, accounting treatment, and potential refundability of monies historically paid by prospective Hajj pilgrims.
A preliminary investigation has identified alleged concerns regarding:
- the treatment of registration and queue-related monies;
- the absence of apparent ring-fenced trust accounting for depositors;
- uncertainty regarding refundability of deposits;
- the accumulation and use of surplus funds; and
- the need to preserve remaining assets pending proper reconciliation.
Affected persons are requested to provide (any of the following information):
- proof of payment;
- dates and amounts paid;
- SAHUC registration details;
- correspondence or confirmations received from SAHUC; and
- a brief statement confirming the circumstances under which payment was made.
The purpose of gathering this information is to:
- quantify potential depositor exposure;
- protect the interests of depositors;
- assist legal representatives and forensic investigators; and
- if necessary, approach the Courts for appropriate protective relief, including preservation of assets pending final determination.
This process does NOT assume wrongdoing by any person or institution.
This process is intended to ensure transparency, accountability, and protection of prospective pilgrim and community funds pending proper reconciliation.
