CONTRIBUTING TO IPCI AND MODERNIST ENTITIES
A former donor of the Islamic Propagation Centre International of Durban, lamenting and complaining against the IPCI, states:
“I have been a long time donor of the Islamic Propagation Centre International (IPCI) which is based in Durban having donated thousands of rands at a time. Recently there have been several reports that have come out which exposes the theft and fraud going on at the IPCI. There has been money laundering taking place as well as theft and credit card usage for overseas transactions and trips to Dubai as well as payment of groceries. Fraudulent transactions which detail payments made into the accounts of trustees and staff and incorrectly cited as service providers. The reports which illustrate this and have been attached have been largely hidden from public view by the IPCI trustees but have been leaked by an insider.
I now feel all my zakaat has been wasted. There is now a request by this organisation (IPCI) to pay towards a dinner that is being conducted on Friday the 30th September. Please advise the way forward as I believe the public need to be warned as hard earned community monies are now being stolen and used unscrupulously. The IPCI has now turned into a property management company.
What is Mufti saab’s advice as to what the broader community should do and is zakaat or lillah payable to this organisation halaal? Should the Muslim community speak out against the IPCI? Also should the Muslim community report this matter to the police? Some of the trustees have resorted to threatening members of the public and defaming those who have been exposing what is going on. Kindly give us your naseeha in this matter.”

We cannot at this stage comment on the fraud and theft allegations.
However, even if these allegations are baseless, then too it is not permissible to contribute Zakaat or even Lillah funds to the IPCI as well as other modernist entities such as SANZAF.
These modernists do not follow the Shariah. They are in fact anti-Sunnah and ignore the Shariah. They are zanaadaqah. Their ‘shariah’ is their nafsaani opinions. Zakaat funds are misused in conflict with the Shariah.
In the past we have repeatedly warned Muslims to refrain from donating or contributing funds to these modernist, deviant bodies who have no valid conception of the Shariah.
It is not permissible to contribute any type of Deeni funds, in fact not even filthy interest, to IPCI, SANZAF and any other modernist organization.
