SEXUAL MOLESTATION OF MAKTAB GIRLS –
WHAT ARE THE CAUSES!
Germane to an alleged current sexual molestation incident, we have received two letters of complaint. We reproduce both letters verbatim.
Letter 1

Subject: ‘Qari” from Raisethorpe Madressa molesting young girls
I am going to tell you something very shocking.
Qaari Saadiq Rawoo from Raisethorpe masjid sexually assaulted a 6 year old girl with his hand for some time (months) whilst she was coming to madressa and for hifz.
To make it more disgusting, Qaari made her brother stand and face the wall of the masjid whilst he put hes hand up her cloak etc.
She would sit in the toilet for as long as possible just to get away from Qaari.
Qaari would buy her chocolates to keep her quiet.
I have seen with my own eyes, the report written by the victim of this incident and Qaari Rawoo confessing that he did do it.
What makes matters worse was those in charge of Raisethorpe masjid told the family of the victim not to go to the police and not to open a case and that they will resolve it quietly. Qaari was merely just fired from teaching at Raisethorpe madressa. No other action was taken.
This is disgusting that those Muslims that studied deen and call themselves leaders and give bayaans on how to change our life are doing this nonsense.
They committing zina with a child whom is basically being raped and then the other so called islamic leaders are covering it up.
This girls parents are traumatized and are broken and have to attend counselling and there is nothing they can do. Qaari got away and hurt an entire family and can even do it again because those in charge are keeping it quiet.
The musallees of Raisethorpe masjid deserve to know who they were reading Salaah behind.
My 1st question is who needs to be contacted so that this Qaari is stripped of his credentials?
2nd question is what is the punishment that this Qaari should face according to islam?
3rd question is give me 1 reason why I shouldn’t break his hands and jaws? If you only know how we are holding our selves back. I am part of the victims family.

Assalamualaikum Mufti Sahib
I make dua you well and in high Ramadhaan spirits. Please see the letter I have attached.
I have held back a lot of details in my letter. The reason I toned it down is to protect the young girls involved, the survivors, and the parents. The signed confession this imposter gave is so evil and graphic that I can’t even put it out there.He went to the darkest level of putting his hands under the clothes and repeatedly for months, I will stop there. I am writing to name and shame this imposter and also:
- People need to know that there is a voice for the voiceless.
- I want to send a strong, clear warning to these disgusting predators in our madressas and institutions. They need to stop.
- The leaders need to know that we are sick and tired of them covering up for their friends. The carpet is full, there is no more room to sweep things under it.
- Our young girls are heroes for speaking up. We need to show them that and let them know they did the right thing by exposing these monsters jaahils.

An Appeal for Guidance and Justice – A Matter of Grave Violation
As Salaamualaikum Wa Rahmatullahi Wa Barakatuhu
I make dua this message finds you in the best of health and Imaan. It is with a heart weighed down by immense grief and with a sense of profound injustice that I place my pen to paper. I write to you not merely as a concerned parent, but as a broken one, seeking your invaluable mashura and intervention in a matter that has shaken the very foundation of our trust in those we entrusted with our children’s Deen.
It has come to our devastating attention that a perverted imposter, known to many as Qari M.S Rawoo (Pietermaritzburg), has been perpetrating heinous and Haraam acts upon innocent girls who have not yet even reached the age of puberty. With his own hands, he has transgressed the sacred boundaries set by Allah Ta’ala, touching and squeezing these innocent souls in their most private parts. This is not an allegation of a simple mistake, but a violation of the highest order, a betrayal of the Amanah placed in him, and a sinful act that demands the most severe accountability.
What fuels our disappointment, Mufti Sahib, is the manner in which this has been addressed by the leadership. When this grave matter was presented, with complete and undeniable knowledge of the crimes this imposter committed, to the head of the Madrasah,(A person I greatly respect, whom I will not name), the response has left us utterly shattered. Instead of the swift, decisive, just action we anticipated, we witnessed a process that feels like a betrayal of the victims and the entire community.
To our absolute dismay, they accepted a resignation from this sexual predator. Not only that, but they compensated him with his current month’s salary, gifted him an additional month’s wages, and then presented him with an option, either vacate the Madrasah accommodation or continue to stay there as a paying tenant. Where is the fear of Allah Ta’ala? Where is the protection of the innocent? Where is the honour for our Muslim women that should be the hallmark of any Islamic institution?
My heart weeps for the victims, my own child among them. The message this sends is that an institution meant to be a sanctuary of Deen is willing to facilitate a comfortable exit for a wolf who has ravaged its flock, prioritizing his comfort and his rights over the trauma inflicted upon innocent young girls.
Could our respected Mufti Sahib please comment on this devastating situation and advise me, a parent of the victims, on the correct Islamic course of action? What is our duty now? What does Shariah demand from the Madrasah leadership in this dark hour?
We are lost and heartbroken, and we turn to you as a beacon of Allah Ta’ala light and justice.

THE SHARIAH’S COMMENT
We have assumed that even letter 2 is anonymous. We do not doubt the validity of the allegations. This kind of shaitaaniyat and villainy is widely prevalent in most maktabs/madrasahs – boys and girls. The abundance of such shaitaani cases of sexual molestation of young girls and boys perpetrated by their teachers confirms that this evil conduct has become almost a norm.
Parents, Maktab/Madrasah trustees and the teachers are all jointly culpable for such wide prevalence of shaitaani, sexual villainy perpetrated on little children. The children are the Amaanat firstly of their parents, then of the trustees of the institutions, then of the teachers in whose care they are entrusted. Thus, the first level in the process of abusing the Amaanat of children is the Parents. The rotten seed is sewed by parents, watered and nurtured by the authorities of the Maktabs/Madrasahs, and the satanic villainy is the fruit presented to the devils who by some fortuitous juxtaposition of events happen to be ustaadhs whilst in reality they are from the illegitimate progeny of Iblees.
The primary and fundamental cause for this vile state of affairs is parental abandonment of the Command of Purdah/Hijaab of the Shariah. Over many decades have we apprized the community of the Shariah’s laws and rules of Purdah and of the danger and evil of ignoring the Shariah, and worst, of scoffing and scorning the Shariah.
It is necessary for girls of even 6 years of age to be in Purdah – full purdah, not mock ‘purdah’. Nowadays the purdah of even adult females is mock ‘purdah’ donned to convey the idea of piety and respectability. While the parents of the sexually abused children are swift in their condemnation of the Devils who perpetrate their acts of shaitaaniyat and immorality, they are lamentably ignorant and unconcerned of the fact that they were the first cause for the ruin if their children.
Parents are the scoundrels just as the Madrasah trustees and the ustaads are scoundrels. All of them are complicit in the immoral acts of felony committed on their children. All of them scorned and scoffed the prohibition and Purdah Command of the Shariah. Thus, they are being punished for their kufr whether they understand their kufr or not.
It is haraam to entrust little girls to male teachers. Shaitaan is ever present. These teachers are bereft of Taqwa. They do not believe in the Presence of Allah Ta’ala. They do not understand that Allah Ta’ala is watching them. They have no idea of the constant 24 hour presence of the two Recording Angels. That is why they are able to perpetrate their filth so recklessly, wantonly and criminally.
Hadhrat Maulana Ashraf Ali Thanvi (Rahmatullah alayh) had emphasized the importance of purdah for even 6 year old girls. Furthermore, Hadhrat’s naseehat is not even required to understand the gravity of the situation. The widespread prevalence of sexual crimes perpetrated by maktab teachers is glaring and shocking daleel to substantiate the Prohibition, namely that it is not permissible to entrust little girls to male teachers. It is haraam to send them to maktabs. It is to invite sexual molestation.
When the villainy is committed, then the trustees of the institutions, displaying their indignation and surprise meekly, seek to sweep the issue under the carpet while the parents demand kuffaar legal action and having the culprit sent to
jail. Meanwhile, they fail to understand and refuse to understand that all of them are culpable in the crime and villainy. This is not the way to solve the matter or to eliminate the rot.
Mere dismissal of the offending teacher and resorting to the law of Taaghoot are not the solution. The evil remains and will be committed elsewhere. The offender will find a fertile devilish environment for renewing his shaitaaniyat. The moron parents who have abused the sacred Amaanat of children given to them by Allah Ta’ala, will either transfer their child to another Maktab or be contented with another teacher appointed to teach at the same maktab. Thus, the ROOT causes remain.
“O People of Imaan! Save yourselves and your families from the Fire….” (Qur’aan)
This is possible only by submitting to the Shariah.
What guarantee do the parents have regarding the safety of their little daughter at another maktab where another member of Shaitaan’s clique will be teaching? And, what guarantee do the trustees of the maktab have for believing that the new or other teacher appointed will not perpetrate similar felonious and immoral misdeeds? Nothing! There are no guarantees. On the contrary, the danger of recurrence is real because the environment created by a male teaching girls is combustible nafsaaniyat. Shaitaan is ever present.
The only solution and safeguard for little girls is that they should remain at home to be taught by their parents or a knowledgeable lady should operate a maktab at her home where the neighbourhood girls may be taught. The parents and community should pay lucrative salaries to maintain such home maktabs for girls.
It is improper and also fraught with danger for the morality of the girls to send them to an institutionalized public maktab even if the teachers are only females. Innumerable apas teaching at these maktabs are also morally corrupt. The place of females is the Home as commanded by Rasulullah (Sallallahu alayhi wasallam). The apas teaching at institutions are generally shameless, jaahil and lacking in even the rudiments of Islamic Home Culture.
Crying, shouting and making peripheral and stupid demands after the damage has been executed are of no benefit. The Rot remains. This satanic issue is ongoing and incremental. As long as the causes are not eliminated, nothing will be achieved from the attempt to treat the symptoms. The consequences of deleting the Shariah – Allah’s Law – from any equation of life are disastrous and can be devastating right here in this dunya. The Aakhirah is another Dimension.
“And, turn to Allah (with repentance) before there comes to you an Athaab and you will not understand.” (Qur’aan)
